IFRS 17 for Insurers: A Practical Guide
IFRS 17 replaced IFRS 4 to make insurers' financial statements comparable across companies and countries. It requires liabilities to be measured using current estimates of future cash flows, a risk adjustment, and a contractual service margin (CSM) that spreads unearned profit over the coverage period.
Definition. IFRS 17 is the international accounting standard for insurance contracts. It standardises how insurers measure and report insurance liabilities and recognise profit over the life of a contract.
The core building blocks
- Fulfilment cash flows: probability-weighted future cash flows, discounted to present value
- Risk adjustment: compensation for non-financial risk
- Contractual service margin (CSM): unearned profit released as service is provided
Measurement models
IFRS 17 provides three measurement approaches: the General Measurement Model (GMM) for most long-duration contracts, the Premium Allocation Approach (PAA) — a simplified model for short-duration contracts such as most general insurance — and the Variable Fee Approach (VFA) for contracts with direct participation features.
